Mr. Surender Babbar is a Chartered Accountant (CA) from the Institute of Chartered Accountants of India (ICAI), Graduate in Law (LLB) from University of Delhi and Post-Graduate (LLM) from Kurukshetra University. Before joining as protem Member of the Delhi Electricity Regulatory Commission (DERC) on 26th September, 2024, Mr. Babbar had been the Executive Director (Finance) of Delhi Transco Limited (DTL), an Undertaking of Govt. of NCT of Delhi, which is designated as State Transmission Utility (STU) and deals with the transmission of electricity in national capital of Delhi. During 2022 to June 2024, Mr. Babbar worked as Executive Director (Finance) for Indraprastha Power Generation Company Limited (IPGCL) & Pragati Power Corporation Limited (PPCL), the Power generation companies of the Govt. of NCT of Delhi. Previously he also held the additional charge of Delhi Vidyut Board Pension Trust (DVB Pension Trust) as Secretary and General Manager (Finance) of Delhi Power Company Ltd. (DPCL), the Holding Company owned by Govt. of Delhi for taking over the erstwhile DVB on its unbundling on 1st July, 2002. During 2020-22, Mr. Babbar had worked with Power Transmission Corporation of Uttarakhand Limited, a Govt. of Uttarakhand Undertaking (PTCUL) as Director (Finance). Prior to entering into electricity sector by joining DTL in the year 2007, Mr. Babbar had worked for 17 years with IRCON International Ltd. (An Undertaking of Govt. of India under the administrative control of Ministry of Railways) engaged in construction of Indian and overseas turnkey contracts/projects of Railways, Civil, Electrical and Mechanical engineering.
While working in the Power sector for over 17 years and the other 17 years in Railways & Infrastructure sectors, Mr. Babbar has handled the multifarious functions & areas related to electricity laws & regulations, electricity tariff petitions, issues related to electricity companies, finalisation of tenders, contract management etc. besides dealing with the core accounting, finance and taxation areas.
