After issue of Tariff Orders in respect of Generation and Transmission Companies, the Commission has now issued the Tariff Order in respect of Distribution Companies i.e., BRPL, BYPL and NDPL. The Commission in the current Tariff Order has increased the tariff by 5 paisa per unit across the board in respect of all consumer categories which will be applicable upto 31st March, 2009. There is, however, no increase in the fixed charges in any category. Thereafter, retail tariff shall be decided every year taking into account the adjustment on account of allowed variations in the uncontrollable parameters. It is pertinent to mention that after the Policy Direction period which ended on 31st March, 2007, Delhi has entered into the regime of Multi Year Tariff (MYT). The Multi Year Tariff Regulations notified by the Commission aim at creating a platform to reward performance, promote efficiency, provide regulatory certainty to the investors and take steps for promoting transparency, consistency and predictability for both, investor as well as the consumers. The Power Purchase Agreements have been re-allocated amongst various Distribution Companies and they are now making arrangements for Power Supply directly.
The present tariff framework also provides for an incentivised scheme whereby, the Utilities and the consumers would benefit extensively in case the Distribution Utilities are able to reduce the AT&C loss in the present Control Regime. The three Distribution Companies have been given different AT&C Loss Reduction targets over the Control Period, with NDPL and BRPL to reach a level of 17% and BYPL 22% by the end of the control period i.e. by March 2011.
While deciding the Tariff, the Commission has considered the responses received from various stakeholders and the issues raised during the hearings of the Commission held from 8th Jan., 2008 to 11th Jan., 2008.

For all categories other than Domestic, Fixed/Demand charges are to be
levied on sanctioned load or MDI reading, whichever is higher, on per kW
or part thereof basis. Where the MDI reading exceeds sanctioned load, a
surcharge of 30% shall be levied on the fixed/demand charges corresponding
to excess demand in kW for such billing cycle only.
2 In case of co-operative group housing societies having independent connection for common facilities through separate meter, energy charges shall be billed at highest slab tariff for domestic category. Rebate of 15% in energy charges is admissible on notified tariff
