Shri Berjinder Singh joined the
Delhi Electricity Regulatory Commission on 16th February, 2006
to be the second Chairman of this Commission. Before joining
the Commission Sh. Singh was the Chairman, Central Board of
Direct Taxes (CBDT) and ex-officio Special Secretary to the
Government of India.
After graduating in Law from
Punjab University, Chadigarh in 1966, Sh. Singh joined Indian
Revenue Service (IRS) in 1968. During his illustrious career
spanning more than 37 years, he served in different capacities
in the Income Tax Department and has vast experience in fields
of tax policy, investigation in to tax evasion, adjudication,
management, human resource development etc.
He has been actively associated
with functional and operational analysis of power sector which
CBDT conducts regularly to assess capital requirements,
investment patterns, tariff structure, depreciation profile
and profitability of the sector. Specific provisions under the
Income Tax Act are formulated and reviewed periodically,
considering the policy thrust, to encourage generation of
power and improve infrastructure for transmission and
distribution. Also, he was closely associated with issues
concerning the Government policy on Mega Power project
including reduction in customs duties for equipment for these
projects etc.
National Common Minimum
Programme contains the commitment that all regulatory
institutions will be run professionally and will be
strengthened to ensure that competition is free and fair. He
has been involved in preparation of Action Plan document for
developing a prudent regulatory philosophy for government for
implementation across sectors with necessary sectoral
variations.
Involvement in consideration of
varied policy imperatives has thus given him a comprehensive
and in-depth understanding of the financial and operational
aspects of the Power Sector. |

Shyam Wadhera, Member |
|
Shri
Shyam Wadhera joined the Delhi Electricity Regulatory
Commission on 18 Nov 2008. He is an Electrical Engineer from
IIT Kanpur and has over 36 years experience in the power
industry, both in the private and public sectors.
Shri Wadhera
was Director (Projects), Power Finance Corporation for a 5
year term from Aug 2003 to July 2008 where he was responsible
for business development as well as appraisal and sanction of
generation, transmission and distribution projects of the
state and private sector utilities. As part of PFC’s Mission
to establish world class systems, he guided PFC in
obtaining ISO 9001:2000 certification for its project
appraisal system.
Shri Wadhera
was actively involved in discharging PFC’s role as Nodal
Agency for the establishment of Ultra Mega Power Projects at a
number of pit head and coastal locations in India. He was for
some time Chairman of the subsidiary companies established for
development of the Sasan and Mundra Ultra Mega Power Projects
till their transfer to the selected developers.
He was
Executive Director (Corporate Planning) and Head, Strategic
Management Group in NTPC from Aug 2008 to Nov 2008. Prior to
taking over as Director (Projects), PFC in Aug 2003, Shri
Wadhera spent over 26 years in NTPC, where as Executive
Director (Commercial) he was responsible for commercial and
tariff policy, regulatory interface, power purchase agreements
and recovery of dues from state power utilities. He was also
on the Board of Power Trading Corporation as NTPC’s nominee
and on the Boards of NTPC’s power trading and distribution
subsidiaries.
He has been
on a number of important Committees and has wide exposure to
international utility practice. He has also been a Member of
various delegations to a number of international forums.

Shubhas Ram Sethi, Member |

Shri S.R. Sethi joined Delhi Electricity
Regulatory Commission on 14th October, 2009. Before
joining Commission, Shri Sethi was Adviser (Power
Transmission) for Common Wealth Games, Govt. of NCT of Delhi.
Shri Sethi has over 42 years of experience in the power sector
of Delhi. Prior to becoming Adviser (Power Transmission) for
Common Wealth Games, Shri Sethi was Director (Operation),
Delhi Transco Ltd., a State Transmission Utility under the
Electricity Act since 1st July, 2002.
After graduating in Electrical
Engineering from Punjab Engineering College, Chandigarh in
1966, Shri Sethi joined the erstwhile Delhi Electricity Supply
Undertaking and worked in various capacities in Planning &
Design, EHV, Sub Stations and Lines, Power Generation,
Commercial, Distribution etc. and rose to the position of
Member (Technical), Delhi Vidyut Board. Shri Sethi has vast
experience in the Power sector covering all the fields viz.
generation, transmission, distribution, commercial,
restructuring. He has presented large number of papers in
various national and international conferences.
Shri Sethi has also worked as
Consultant on behalf of Govt. of India in Bhutan and
Afghanistan.
